Job Description and Duties

Under direction of the Supervising Special Investigator I, in the Investigations Northern Central California Unit, (Clovis Field Office), the Special Investigator (SI), will independently, or as a lead, plan, organize, conduct routine, difficult, complex administrative investigations of individuals or business entities suspected of violations of the California Beverage Container Recycling and Litter Reduction Act (Act) and the California Code of Regulations Title 14, Division 2, Chapter 5 (Regulations).

Travel is throughout California (may include out-of-state) and will include extended periods requiring overnight accommodations. It may also include weekend and unplanned assignments that will require an adjustment to the employee’s work schedule. This position may require up to 75% travel per year.

Incumbent must have and maintain a valid California driver's license and be able to travel via various means of public transportation methods, including, but not limited to commercial airlines, public shuttles, shared rental cars, etc.

Incumbent does not have peace officer authority, nor do they perform peace officer responsibilities as defined in the pertinent Penal Code California Section 830 et. seq.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.

Special Requirements

  • Experience with establishing and maintaining cooperative working relationships with Federal, State, and local enforcement agencies and others.
  • Experience with the interpretation and application of laws and regulations to specific situations.
  • Experience with gathering and analyzing facts and evidence; reason logically; draw valid conclusions and make appropriate recommendations to management.
  • Experience with effective communication, prepare written documents and accurate detailed investigation reports clearly and concisely; follow written and oral instructions.
  • Experience with the accurate analysis of situations, think and act quickly in emergencies, such as conflict resolution and take an immediate and effective course of action.
  • Experience with communicating verbally/writing via in person, phone and/or email.
  • Proficiency, training, and experience in Microsoft Office (Word, Excel, Access, Power point, Oracle, Case Management etc.) or comparable software.
