Job Description

Position Summary:

  • Responsible for the overall operations of the behavioral health services department including program planning, development, implementation, administration, evaluation, and expansion of services.
  • Directs all aspects of clinical operations including clinical governance and activities, client services and staff supervision.
  • Serves as a member of the Eldercare Services Institute LLC (ESI) management team.

Other Functions and Responsibilities:

  • Responsible for the management of the behavioral health services department including budget, staffing, policies and procedures.
  • Ensures compliance with certification and funding regulations affecting the behavioral health services department.
  • Supervises the preparation of statistical and narrative reports to funders and Benjamin Rose.
  • Monitors the overall quality of behavior health services provided to clients, appropriateness of services, and interventions rendered, use of resources, and productivity of staff, and clients served.
  • Adheres to ethical, legal, and regulatory standards in clinical practice
  • Maintains an active client caseload.
  • Monitors caseload size, timeliness and accuracy of reports, maintenance of productivity standards.
  • Oversees the preparation of proposals to provide and/or expand funding for current and new behavioral health services and completes reports as required by these funding sources around the use of grants received.
  • Collaborates with other agency programs and county agencies and health care providers.
  • Ensures compliance and participates in on-going CARF re-accreditation.
  • Oversees the provision of Community Psychiatric Supportive Treatment Services (CPST), Therapeutic Behavioral Services (TBS), Mental Health Day Treatment (MHDT, Counseling and Psychotherapy as well as any additional services.
  • Lead the application of evidence-informed service modalities in behavioral health service delivery
  • Is responsible for and participates in the orientation of new department staff.
  • Participates on various committees and task forces of the Cuyahoga County Alcohol Addiction and Mental Health Board (ADAMHS) to keep abreast of developments in the local mental health field and to insure Board sensitivity to the needs of older adults with mental health problems.
  • Serves as a community liaison with related community agencies, serving on committees or as a speaker for workshops, meetings, etc. including but not limited to (MHAC, CAD, APS, etc.).
  • Maintains up-to-date information on new developments in the mental health and aging field and related policy issues at the local, state, and national levels.
  • Serves as co-chair of the Hoarding Connection of Cuyahoga County in collaboration with the ADAMHS Board of Cuyahoga County.

 

General Responsibilities and Duties

  • Oversees maintenance of all department documentation according to agency policies and procedures and funder requirements.
  • Generates administrative reports, statistical documentation and funding accountability within specified time frame.
  • Collaborates and coordinates development and implementation of staff continuing education curriculum, psychiatric education and consultation sessions.
  • Facilitates consultation, technical assistance, and limited mental health assessment to other agencies.
  • Works closely with all agency support departments for effective program operations and to support quality improvement (e.g. IT, Human Resources, Marketing, Accounting, etc.).
  • Leads and encourages program development and collaboration with other agency programs and departments.
  • Represents or assigns staff to represent Benjamin Rose on organization committees, project teams and community events.
  • Various committee assignments including but not limited to Quality Improvement Committee, Management Team, and others as assigned.
  • Collaborates with the Center for Research and Education in the design, development and implementation of evaluation designs for related home and community-based services as needed.
  • Serves as a liaison for social work education with local colleges and universities, participating in, arranging and overseeing the field placements and clinical experiences in the Behavioral Health Services department.
  • Other tasks as assigned.

 

Qualifications:

Specific knowledge, training or skills required to perform the duties of this position including specific courses, training programs or required certifications.  The requirements listed below are representative of the knowledge, skills and abilities required for the position. 

  • Master’s degree in social work counseling or related field.
  • Current and unrestricted Ohio licensure as an Licensed Independent Social Worker with a Supervisor designation (LISW-S).
  • Knowledge of funder, regulatory and accrediting bodies including but not limited to Ohio Department of Medicaid, County ADAMHS Board, Ohio Department of Mental Health and Addiction Services (OhioMHAS), and the Commission on Accreditation of Rehabilitation Facilities (CARF).
  • Strong business development skills, including experience developing and implementing new strategic directions.
  • Awareness of scholarly publications, professional presentations, community volunteerism, and grant writing experience preferred.
  • An insured car and a valid Ohio driver’s license are required.

Previous Experience that is necessary to qualify for this position:

  • Minimum five (5) years social work and clinical supervision experience, preferably in mental health.
  • Minimum three (3) years supervisory and administrative experience.
  • Experience working with older adults and caregivers, strongly preferred.

  • Specific vision abilities required by this job include close vision requirements due to computer work.
  • Light to moderate lifting is required, up to 25 pounds.
  • Must be able to travel to multiple locations including clients’ homes.
  • Ability to uphold the stress of traveling.
  • Regular, predictable attendance is required.
  • Moderate noise (i.e. business office with computers, phone, and printers, light traffic).
  • Ability to work in a confined area.
  • Ability to sit at a computer terminal for an extended period of time.
  • Work environment is stressful at times.
