Job Description

Job Title: Compliance Officer

Location: PHX

Reports to: President

Department: Compliance / Legal / Risk Management

________________________________________

Job Summary:

The Compliance Officer plays a critical role in ensuring organizational adherence to applicable laws, regulations, and internal policies, with a strong focus on human resources (HR) compliance. This role is designed to strengthen the organization's legal and regulatory compliance posture—particularly in areas traditionally overseen by an HR Director— such as labor laws, employee relations, workplace safety, and policy enforcement.

This individual will lead the design, implementation, and oversight of the company’s compliance framework across all departments, including HR, while minimizing legal risks and supporting a culture of accountability and integrity.

________________________________________

Key Responsibilities:

1. Regulatory and HR Compliance:

  • Monitor and interpret employment-related laws and regulations (e.g., FLSA, FMLA, ADA, EEOC, OSHA, Title VII, NLRA) to ensure organizational compliance.
  • Lead the development, implementation, and enforcement of HR policies, employee handbooks, and workplace practices to align with legal standards.
  • Partner with legal counsel when necessary to address complex HR or labor compliance issues.
  • Ensure compliance with wage and hour laws, workplace accommodations, termination procedures, and hiring practices.

2. Risk Management and Auditing:

  • Identify compliance risks across HR and business operations and recommend appropriate mitigation strategies.
  • Conduct regular internal audits and investigations of potential compliance violations, including those related to employee conduct, benefits administration, and workplace safety.
  • Maintain accurate and thorough documentation of compliance-related findings and remediation steps.

3. Policy Development and Training:

  • Draft, review, and update policies across departments, with emphasis on HR-related policies such as anti-harassment, leave management, DEI, and ethics.
  • Deliver mandatory compliance training to staff and management on workplace laws, company policies, and regulatory changes.
  • Build awareness around ethical behavior and lawful employment practices across the organization.

4. Internal Monitoring and Investigations:

  • Oversee internal reporting systems (e.g., whistleblower hotlines) and investigate employee complaints and concerns.
  • Monitor disciplinary actions and workplace incidents to ensure fairness, consistency, and legal compliance.
  • Collaborate with HR and department heads to ensure resolution of compliance-related incidents.

5. Compliance Reporting and Governance:

  • Prepare regular reports for executive leadership and, when applicable, regulatory agencies.
  • Track compliance metrics, audit results, training completion, and risk exposure across departments.
  • Provide strategic insights to senior leadership regarding trends and emerging risks in employment compliance.

6. Strategic HR Support and Organizational Efficiency:

  • Serve as a key point of contact for HR-related compliance, eliminating the need for a standalone HR Director.
  • Contribute to broader organizational development initiatives, ensuring policies and culture align with best practices in compliance and employee relations.
  • Support workforce planning, performance management frameworks, and internal investigations from a compliance lens.

________________________________________

Qualifications:

Education: Bachelor’s degree in Law, Human Resources, Business Administration, or related field. Advanced degree or professional certification (e.g., SHRM-CP/SCP, CCEP, PHR/SPHR) strongly preferred.

Experience: 7–10 years of compliance experience, with significant exposure to HR policy, employment law, and regulatory frameworks.

Knowledge & Skills:

  • Deep understanding of federal, state, and local labor laws and HR compliance regulations.
  • Experience designing and implementing HR policies and compliance frameworks.
  • Strong investigative, analytical, and reporting skills.
  • Excellent communication and interpersonal skills, especially in handling sensitive HR matters.
  • Proven ability to work cross-functionally with legal, HR, and operations teams.

________________________________________

Additional Skills (Preferred):

  • Experience with HRIS systems, compliance tracking tools, or case management software.
  • Knowledge of DEI initiatives, workplace safety programs, and employee engagement compliance.

________________________________________

Working Conditions:

  • Full-time position with occasional travel to company offices or regulatory meetings as needed.
