Job Description

OF DUTIES AND RESPONSIBILITIES

ESSENTIAL DUTIES

  • Provides excellent customer service, responding to complaints and inquiries, explaining regulations, and guiding individuals through the code compliance process.
  • Inspects and investigates complaints for violations of City ordinances, regulations, codes, and standards to verify or dismiss complaints.
  • Issues and verifies compliance with citations and violation notices with City codes, ordinances, regulations, and standards, and prosecutes cases
  • Utilizes GIS technology to create and maintain City maps and records, analyze property information, and assist with code compliance issues.
  • Prepares and maintains a variety of records and reports related to complaints, violations, court cases, and general code compliance and quality-of-life issues.
  • Collaborates with other city departments and staff to resolve code compliance and quality-of-life issues.

OTHER DUTIES

  • Develops strategies, policies, and programs related to code enforcement, education and awareness, and quality-of-life issues.
  • Oversees, administers, implements, maintains, and supports projects, programs, processes, and procedures related to the City's growth management and community development roles.
  • Performs other related duties as assigned.

KNOWLEDGE/ SKILLS/ ABILITIES REQUIRED

  • Knowledge of City codes, ordinances, regulations, and standards.
  • Knowledge of Department policies, procedures, and processes.
  • Understanding of Code Enforcement principles and practices related to zoning, subdivision, floodplain, site development, building construction, property maintenance, and nuisance codes.
  • Understanding of GA State Minimum Codes for Construction, and other state rules and regulations related to development, construction, and nuisance abatement for properties.
  • Proficiency in GIS technology to assist property owners, residents, business owners, and others with complaints and community issues.
  • Proficiency in general computer operations, office-related software programs, and specialized community development software, such as GIS, permit review or records intake software, etc.
  • Proficiency in conducting inspections and investigations related to verifying complaints for possible violations, issue notices and citations for confirmed violations, and track statuses of cases.
  • Proficiency in public speaking and presentation of information in an effective and concise manner related to the prosecution of code compliance cases when necessary.
  • Proficiency in creating and implementing community education, engagement, and awareness campaigns related to code enforcement issues and quality-of-life issues.
  • Administrative and clerical skills to manage, prepare, and maintain requests, complaints, records, reports, data, correspondence, and case files effectively.
  • Communication and interpersonal skills to effectively interact with the public, colleagues, and other stakeholders, including the ability to clearly explain complex regulations, processes, and procedures, and undertake effective conflict resolution.
  • Problem-solving and analytical skills to scrutinize problems, identify solutions, and make informed decisions based upon presented information and existing regulations, requirements, and policies, including reviewing complaints for compliance, resolving violations and quality-of-life issues, and interpreting codes and ordinances.

SUPERVISORY CONTROLS

  • For the Assistant Community Improvement Administrator, Associate Community Improvement Administrator I, Associate Community Improvement Administrator II:
    • The Senior Community Improvement Administrator, Principal Community Improvement Administrator, Assistant Director, or Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
  • For the Senior Community Improvement Administrator:
    • The Principal Community Improvement Administrator, Assistant Director, or Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
  • For the Principal Community Improvement Administrator:
    • The Assistant Director or Director assigns work in terms of extremely general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

  • Guidelines include City ordinances, regulations, standards, and plans; Georgia Construction Codes; GA DCA Community Affairs rules and regulations; Georgia Codes and Regulations; and City and Department policies, processes, and procedures. Guidelines are generally clear and specific but may at times require judgement, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of various administrative and field duties. Frequent interruptions and case load contribute to the complexity of the position. The overall complexity of work and level of responsibility increases in magnitude from Assistant to Principal Community Improvement Administrator positions. The purpose of the position group is to administer the City's code compliance and community improvement operations. Success in the position ensures consistency, adequacy, fairness, equity, efficiency, and effectiveness in implementing such operations.

CONTACTS

  • Contacts are typically with team members, other city staff, citizens, elected and appointed officials, builders and contractors, engineers and developers, vendors and business owners, property owners and residents, and attorneys.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed in the field, occasionally in cold or inclement weather, causing exposure to noise, dust, dirt, grease, machinery with moving parts, and while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The work requires occasional lifting of objects and use of distinguishing between colors. The work is typically performed in both an office environment and outdoors. The work requires use of a City vehicle to conduct site visits or other purposes requiring a vehicle.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

  • Principal position supervises all subordinate positions. Senior position supervises all subordinate positions.

MINIMUM QUALIFICATIONS

  • For the Assistant Community Improvement Administrator
    • General competency associated with the required knowledge and skills of the position; and,
    • High school graduate or GED equivalency; and,
    • None (0) to two (2) years' experience sufficient to understand the basic principles relevant to the general duties of the position, which may include apprenticeships, internships, training, or other relevant experience or education; and,
    • Possession of, or ability to readily obtain, ICC Permit Property Maintenance and Housing Inspector (ICC 64) or ICC Zoning Inspector (ICC 75) within six (6) months of hire; or possession of GA POST Certification (Basic Law Enforcement).
  • For the Associate I Community Improvement Administrator
    • General proficiency associated with the required knowledge and skills of the position;
    • Associate's degree with course-work in a public administration, planning, criminal justice, construction, or another related field, or demonstrable coursework from a degree-seeking program;
    • Two (2) to four (4) years' experience thoroughly sufficient to understand and perform the general duties of the position, including previous experience related to local government code enforcement, planning, inspections, or development administration, private construction, law enforcement, criminal justice, or other relevant experience and education;
    • Possession of, or ability to readily obtain, AACE Code Enforcement Officer within six (6) months of hire;
    • Or, possess relevant level of education and experience deemed requisite for the position as determined by the Assistant Director and Director.
  • For the Associate II Community Improvement Administrator
    • Specific proficiency associated with the required knowledge and skills of the position;
    • Bachelor's degree in public administration, planning, criminal justice, construction, or another related field;
    • Four (4) to six (6) years' experience thoroughly sufficient in performing the general duties of the position, including previous experience related to local government code enforcement, planning, inspections, or development administration, private construction, law enforcement, criminal justice, or other relevant experience and education;
    • Possession of, or ability to readily obtain, ICC Housing and Zoning Code Specialist (H8) within six (6) months of hire;
    • Or, possess relevant level of education and experience deemed requisite for the position as determined by the Assistant Director and Director.
  • For the Senior Community Improvement Administrator
    • Specialized proficiency associated with the required knowledge and skills of the position;
    • Bachelor's degree in public administration, planning, criminal justice, construction, or another related field; a Master's degree is preferred;
    • Six (6) or more years' experience thoroughly sufficient to perform the general duties of the position, including previous experience related to local government code enforcement, planning, inspections, or development administration, private construction, law enforcement, criminal justice, or other relevant experience and education;
    • Relevant supervisory experience of none (0) to two (2) years, or demonstrated leadership capabilities of small groups and teams;
    • Possession of, or ability to readily obtain, AACE Code Enforcement Administrator within twelve (12) months of hire;
    • Or, possess relevant level of education and experience deemed requisite for the position as determined by the Assistant Director and Director.
  • For the Principal Community Improvement Administrator
    • Highly specialized proficiency associated with the required knowledge and skills of the position;
    • Bachelor's degree in public administration, planning, criminal justice, construction, or another related field; a Master's degree is preferred;
    • Eight (8) or more years' experience thoroughly sufficient to perform the general duties of the position, including previous experience related to local government code enforcement, planning, inspections, or development administration, private construction, law enforcement, criminal justice, or other relevant experience and education;
    • Relevant supervisory experience two (2) or more years within a local government role or another relevant agency or organization;
    • Possession of, or ability to obtain, AACE Master Code Enforcement Professional within twelve (12) months of hire, or significant progress towards the completion of the certification as determined by the Assistant Director and Director within twelve (12) months of hire; any other relevant certification or specialization related to the functional duties of the position may be considered;
    • Or, possess relevant level of education and experience deemed requisite for the position as determined by the Assistant Director and Director.
