Overview Call for Applications - UN Women Roster: Human Rights Due Diligence Policy on United Nations support to non-United Nations Security Forces (HRDDP) Risk Assessments. UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Elsie Initiative Fund for Uniformed Women in Peace Operations (EIF) is hosted by UN Women – PS&R, PPID, New York. The EIF supports and incentivizes increased participation of uniformed women in United Nations peace operations through financial assistance or incentives to Troop and Police Contributing Countries (T/PCCs) and through projects funded by United Nations organizations. Adequate due diligence of all project proposals is fundamental to managing EIF risks. The Terms of Reference require that countries contributing military and police officers to peace operations are assessed against the HRDDP before funds are disbursed. The HRDDP, issued by the United Nations Secretary-General on 13 July 2011, is a risk management mechanism to ensure UN support to non-UN security forces aligns with the UN Charter and international law. A key component is risk assessment, which informs whether support is provided and how mitigations are implemented and monitored. The EIF will conduct human rights risk assessments for projects across UN Women’s regional operations as part of expanding the EIF Global Trust Fund. Regions include the Americas and the Caribbean; Asia and the Pacific; Eastern and Southern Africa; West and Central Africa; Arab States; Europe and Central Asia. Deliverables and scope of work The consultant will report to the EIF Manager and work with the Project Coordination Specialist for their assigned project. Responsibilities include conducting HRDDP-aligned risk assessments and developing mitigation measures for EIF-supported projects. Description Of Responsibilities / Scope Of Work Conduct a human rights risk assessment in line with the HRDDP (2013) and EIF HRDDP Implementation Framework. Develop a comprehensive HRDDP risk assessment for assigned EIF projects. Review UN OHCHR reports, including UPR, treaty bodies, and Special Procedures; assess sexual exploitation and abuse (SEA) and sexual harassment; and incorporate data disaggregated by age and sex where possible. Develop a comprehensive set of mitigating measures addressing identified risks. Provide inputs during barrier assessment-related projects and collaborate with the assessment team and partners. Deliverables Comprehensive HRDDP risk assessment report and mitigation measures (in English or French). Two-pager executive summary and project-specific risk assessment per EIF framework. Education and Certification Master’s degree or equivalent in international relations, human rights, international law, humanitarian law, political science, social sciences, gender studies or related field is required. First-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Experience At least 10 years of progressively responsible work experience in human rights, international law, gender or related area. Experience with HRDDP policy and risk assessment and with developing analytical frameworks from a gender perspective. Experience working with security institutions is desirable; experience with project development, management and evaluation is an advantage; inter-agency collaboration is an advantage. Languages Fluency in English required; French or Spanish highly desirable.
