We’re seeking an experienced and motivated Regional Manager to oversee operations across our affordable housing portfolio in Wyoming, Montana, South Dakota, and Idaho. This role is crucial in ensuring operational excellence, financial performance, and regulatory compliance across multiple properties.

The ideal candidate will have at least 5 years of experience in regional property management, with a strong focus on LIHTC, Section 8, HUD, and other affordable housing programs.

Key Responsibilities:

Affordable Portfolio Oversight & Compliance

· Ensure all properties comply with local, state, and federal affordable housing regulations, including LIHTC, Section 8, and HUD standards.

· Keep up to date with evolving compliance requirements and implement necessary adjustments.

· Lead preparation for audits and inspections by regulatory agencies.

Financial Leadership

· Develop and manage property budgets, including revenue projections and expense management.

· Monitor financial performance and ensure adherence to FPS's delinquency and collection standards.

· Review financial statements to identify trends, guiding strategy and enhancing profitability.

Operational Excellence

· Supervise property managers to ensure efficient daily operations, including leasing, maintenance, and resident services.

· Conduct regular site visits to assess property conditions and team performance.

· Implement FPS standards and SOPs to boost resident satisfaction and property success.

Resident Experience

· Oversee tenant qualification and lease-up processes for affordable housing programs.

· Address resident concerns professionally and promptly.

· Foster a sense of community through engagement initiatives and consistent communication.

Maintenance Oversight

· Ensure compliance with FPS make-ready and maintenance timelines.

· Oversee maintenance schedules, emergency repairs, and capital improvement projects.

· Apply preventative maintenance strategies to prolong asset life and reduce costs.

Team Development

· Recruit, train, and develop high-performing onsite teams.

·  Conduct performance reviews and offer coaching and growth opportunities.

· Cultivate a positive, collaborative, and accountable team environment.

Strategic Communication

· Serve as the primary liaison between site teams and the corporate office.

· Lead communication efforts across regions to align staff with company goals and policies.

· Represent FPS at industry events and stakeholder meetings.

Performance & Market Analysis

· Track key performance indicators such as occupancy, rent collection, and maintenance costs.

· Provide regular reports to corporate leadership with actionable insights.

· Conduct monthly market surveys to inform property positioning and strategy.

Qualifications:

· 5+ years of experience managing affordable housing communities.

· In-depth knowledge of LIHTC, HUD, Section 8, and other compliance programs.

· Strong budgeting and financial analysis skills.

· Proactive leadership style focused on team development.

· Excellent written and verbal communication skills.

· Tech-savvy, comfortable with Microsoft Office and property management software.

· Ability to present performance reports to internal teams and investors.

Working Conditions:

· Willing and able to travel up to 30% or more within the assigned regions.

· Quarterly travel required, with additional site visits as needed for performance support or onboarding.
